Viktor Shchyr wants to be imprisoned
According to information from some media, today on the 20th of February at 15:00 a contest of determining the transporters in Lviv will be held. By taking such actions, the Department of Transport and Communications of Lviv City Council violates the Criminal Code of Ukraine.
With a decision of Frankivsk district court of Lviv from 23.01.2017 in the case №465/245/17, the court canceled the order of Lviv City Council, which approves the members of the competition committee, and also forbade this committee to consider the proposals. http://rozvytok-hromady.com/iurysty-rozvytku-hromady-vyhraly-sud-u-merii
The court handed its decision to Viktor Shchyr, but the head of the Transport Department ignores it. Today the meeting of an illegal commission is planned. Thus, Mr. Viktor violates the Criminal Code of Ukraine para.382. For conducting this activity he may be imprisoned for 3 years.
Let us recall that the competition committee in determining the automobile transporter on a city bus route of common use is approved with violations. The committee members included NGOs who can lobby the interests of the competition participants. In particular, the committee included NGOs that represent the interests of the Transport Service Enterprise-1 and “Mira and K.” In addition, by creating the competition committee Viktor Shchyr without permission added a "chronological principle" that the committee included NGOs that were first to submit documents, although the announcement about the selection of NGOs to the committee does not mention such principle, it is only about the fact that they should apply by the 7th of October, 2016.
