How to fill out a customs Declaration for import of humanitarian aid? - legal assistance

As it appears from a letter № 10918/7/99-99-25-01-01-17 the State Fiscal Service – features of filling customs declaration when declaring humanitarian aid provided by Chapter 2 section II procedure of filling in customs declarations in the form of the single administrative document.
 
In the item 33 of Customs Declaration (CD) - the declaration of humanitarian aid (excluding goods of commodity position with codes 8701, 8702, 8703, 8704, 8705, 8716 according to UCC FEA) may indicate the choice of the declarant or authorized person in accordance with UCC FEA product code at the level of the first 6 characters.
 
And in the item 36 of CD - digital codes and tax benefits are indicated. According to the classification of exemption from payment of customs duties on goods, duly qualified as humanitarian aid, corresponds to the code of exemptions “030”.
 
Since you don’t need to pay customs fees in declaration of humanitarian aid you don’t need to fill items 12, 43, 45 and 47. Also it is not required to fill items 22, 23, 42, 46 of CD.

The first signs in subsection 2, item 37 of CD, a letter code of peculiarities of movement of goods is given – “AA”. If the item 4 of the CD, introduces the information about the usage of specifications (when using CD on paper carrier - with the submission of specifications on paper), information about the goods will be brought to the CD, in accordance with the form of specifications.
