And again the controversial appointment of the new chief of inspection of SAC in Lviv
On 20 Jul 2016 was appointed the Department's new chief of State Architecturally-Construction Control Inspection of Lviv – Volodymyr Tsabak, who was appointed to the order of transfer from the Main Territorial Department of Justice in Lviv region, where the last from April 2003 to July of 2016 worked at the Main Department of Justice in Lviv region, his last position was as the Deputy chief of Department of Control over execution of decisions of the Public Executive Service of the Main Territorial Department of Justice in Lviv region.
THE CRUX OF THE MATTER:
In view of the public got the information, which does not indicate the integrity, the honesty and integrity of the person of Volodymyr Tsabak and gives enough reasons to doubt the effectiveness of the various measures undertaken by Ukraine of the Laws, which are aimed at cleansing power.
Therefore, on a deep belief of public organizations of Lviv region there are plenty of facts to consider Volodymyr Tsabak unscrupulous official who does not meet moral and legal requirements that must be met by a person who is entrusted to work only for the benefit and in the interests of the State and people of Ukraine.
GO IN ORDER:
By monitoring official sources, media resources and analysis of all available documents, activists set information from the content which it follows that, despite the adoption of the lustration of a number of normative legal acts in Ukraine continues to be holding senior positions of state authorities and local self-government in bad faith and compromised individuals.
LEGAL ASPECTS OF THE CASE:
On 03.08.2016, public organizations of Lviv region with participation of NGO "Community Development", came to the conclusion about the mismatch of Volodymyr Tsabak from the position and filed an appeal to the mayor and the Chairman of the State Architectural Construction Inspection of Ukraine on the discrepancy of the chief of State Architecturally-Construction Control Inspection of Lviv Volodymyr Tsabak of the occupied position.
In this appeal public organizations of Lviv region presented the basis of the requirement for the adoption of measures and actions within its competence aimed at the dismissal of Volodymyr Tsabak from the chief of Inspection of State Architectural-Building Control of Lviv.
THE RESULT:
After analyzing the above, in the public's mind formed a logical question:
How and for what means family Tsabak, that in 2015 declared 191.5 thousand UAH of a total income, have in their property 2 land plots, 2 houses, 2 apartments, one of which was acquired in 2016 and a prestige car with a market value of approximately 900 thousand UAH;
On the basis of what local mid-level official Volodymyr Tsabak, which certainly was related to the obstruction in the Revolution of Dignity, which was the main instrument of the Ukrainian people under the protection of the State and the Constitutional rights of citizens from encroachments of the previous government (the government of President Yanukovych), and during those events and as of now took, and held senior positions in state bodies?;
For what reasons, the decision of the Public Commission for personnel policy under the Main Territorial Department of Justice in Lviv region about the appropriateness of the dismissal of Volodymyr Tsabak from the post of Deputy head on issues of registration of Lviv city Department of Justice, which was tabled as a recommendation to the Minister of justice of Ukraine considered in the framework of the lustration reform?
Public organizations of Lviv region hope that as a result of consideration of the received application will be made worthy solution, which will refute all questions.

- on the Internet that relates to the media on the official website of the program "OUR MONEY" posted an article from 26.07.2016 year, entitled "Where lives and what has a new head of SAC inspection in Lviv", from which it is seen, that Volodymyr Tsabak, being the newly appointed head of State Architecturally-Construction Control Inspection in Lviv, in a Declaration on their income and the income of his family members for the year 2015 declared 40.7 thousand UAH own income and 150,8 thousand UAH as the income of the wife. According to the document, Volodymyr Tsabak owns a land area of 0.16 hectares and a building area of 297,3 sq. m. in the village Ralivka Sambirskogo district, Lviv region, the car brand "Mercedes-Benz", model "Sprinter", 1997. The wife of the official UlianaTsabak owns almost 0.085 hectares of land in Pustomytiv, Lviv region; a house in the town of Vynnyky area 351,1 sq. m. and apartment in Lviv with an area of 102.3 sq. m. According to the register of real estate, in May this year UlianaTsabak acquired another apartment building in the city of Lviv, on the street. Kn.Olgy, area of 61,1 sq. m. Also, Uliana Tsabak has a car, brand "Audi" model "Q7", 2010, the market value of which is about 900 thousand UAH.
- Not too positive information on Volodymyr Tsabak contains the Internet on the official website of "Varianty," which posted an article from 21.07.2016, under the title: "Lviv SAC headed Volodymyr Tsabak ". The article stated that in August last year, the Public Lustrating Rada recommended to the Minister of Justice of Ukraine to release Volodymyr Tsabak from the post of Deputy Head on Issues of Registration of Lviv City Department of Justice, because during the Revolution of Dignity he held the position of Head of the Department of compulsory execution of decisions of management of the Public Executive service of head Department of Justice in Lviv region and was directly involved in the execution of illegal decisions of the court on the demolition of the tent of Lviv EvroMaidan
- Out of the field of view of the activists was not left behind and more long article from the Internet, which is available from 21.08.2015 year in the social network "Facebook" on the page of the "Public Lustrating Rada ". 20.08.2015, at the meeting of the Public Commission for personnel policy under the Main territorial Department of justice in Lviv region, the majority of the Commission decided to recommend to the Minister of Justice of Ukraine to dismiss from office the Deputy chief for Registration of Lviv City Department of Justice Volodymyr Tsabak on the basis of direct involvement in the implementation the above mentioned illegal court decisions on the demolition of the tent of Lviv EvroMaidan.
